PUERTO RICO CANNABIS LAWS
In Puerto Rico, marijuana (cannabis) is legal for medical purposes but illegal for recreational purposes. In May 2015, Governor Alejandro Garcia Padilla signed an executive order permitting the use of medical cannabis. Although the medical use of marijuana is permitted, smoking the substance is not legal.
Is Marijuana legal in Puerto Rico?
Yes, medical marijuana is legal. You need to be 21 years old and older to obtain a medical marijuana card to purchase from a licensed store.
Can I purchase Medical Marijuana if I have a valid Medical Card from my home state?
Yes. Puerto Rico’s medical marijuana laws have a reciprocating agreement, where visitors to the island, who have medical marijuana recommendations in their home-state, can access cannabis through the island’s licensed dispensaries.

Where can I buy marijuana?
You can visit one of the territory-licensed dispensaries in Puerto Rico.
What types of marijuana will the dispensaries sell?
According to marijuana laws in Puerto Rico, smoking flower is illegal with or without a card. Legally, dispensaries are not allowed to sell raw marijuana flowers. Dispensaries will sell a number of other types of marijuana products, including but not limited to:
Topical Products: creams, lotions, massage oils and such infused with cannabis.
The following forms of consumption are allowed:
Topical ointments and creams
Vaporization of cannabis flower or concentrate
Any other means that the Department of Health authorizes
How much Marijuana can I buy?
Dispensaries are allowed to sell up to a 30-day supply at one time. You are allowed a maximum daily supply of 2.5 ounces of medicine. You are also entered into a database so that you cannot go to multiple dispensaries in a day.
Can I take my purchase home if I live in another state or country?
No. All marijuana and marijuana products purchased in Puerto Rico must be consumed in Puerto Rico. Do not risk crossing federal lines with marijuana.
Where can I consume my recent purchase?
Under the current law, patients may only consume marijuana in a private residence or in private places where their owners allow patients to consume medical cannabis. The use of medical cannabis is prohibited in public places.
If marijuana is legalized can I still get in trouble?
Yes. You can always get in trouble at the federal level, but as long as you follow the rules for marijuana in Puerto Rico, Territory and local authorities will not have any issues with you.
